Current news stories are a great place to get information on what solutions different individuals and groups are offering. Consider searching your issue and adding the term: propos*. That tells the database to bring back any version of that word from that point on (e.g., propose, proposed, proposal, etc).

Search the full-text for regional U.S. newspapers and national and international newspapers, newswires, and TV and radio news transcripts. Several national and many regional news sources are included full-text. Abstracts of articles from The New York Times and The Wall Street Journal - Eastern Edition are also available.
You also might want to search the policy statements of issue groups that are organized around your topic, or of political parties.
